ABOUT THE 2006 COMPETITION
The Delaware Day Fourth Grade Competition Awards' Ceremony was
held on December 9 at the Delaware Public Archives, with more
than 400 students, teachers, parents, family and friends in
attendance. The Secretary of State distributed awards to winning

Secretary Windsor challenged fourth grade students throughout
Delaware to study the Constitution and discover information about
Delaware's role in its writing and ratification on Constitution
Day. This is an annual event celebrated each September 17th in
commemoration of the adoption of the U.S. Constitution in
Philadelphia. 2006 marked the 219th anniversary of this historic
event. The Department prepared and distributed a special
instructional resource packet to registered teachers. The
competition supports select Delaware social studies and visual
and performing arts standards as well as grade appropriate
performance indicators.
This year, fourth graders investigated Article I, Section 2 and
learned about the Legislative Branch. They discovered how many
members were originally chosen for the House of Representatives
from Delaware. They also identified the names of Delaware's
Congressmen in office in 2006 and determined whether or not the
number of Representatives had changed. Likewise, students
examined Article I, Section 3 and learned about the U.S. Senate.
They determined how Senators were originally selected and how the
amendment process, described in Article V, altered procedures for
electing U.S. Senators by examining the Amendment XVII which was
ratified in 1913.
Staff from the Department of State examined fourty-three,
four-panel displays created by fourth grade students from
Wilmington to Laurel. Judges evaluated historical summaries and
contextual information. They encountered original lyrics composed
to popular tunes, poetry, student-generated political cartoons,
and enjoyed original student artwork including portraits of
Delaware's signers, and caricatures of Delaware's current U.S.
Congressmen.
2006 marks the Fifth Annual Fourth Grade Delaware Day Competition
created by Secretary Windsor. Each year, names of teachers and
students are added to the Department of State's Honor Roll. With
the completion of this year's event the Department's Delaware Day
Competition Honor Roll contains the names of 3,523 students and
192 teachers.
Five awards are given each year, named in honor of the Delaware
signers of the U.S. Constitution. (See award-winning
