Office of the Secretary

Besides overseeing the divisions of the Department of State, the Office of the Secretary provides support in human resources and accounting to the Department as a whole. Staff in the Office of the Secretary process Notary Public applications and provides support to the Board of Pardons.

Archives

The Delaware Public Archives collects and preserves public records of enduring historical value. They also provide access to these records by the public. Records from the early settlement of the State until present day can be found in the Archives.

Arts

The Division of the Arts promotes and develops the arts throughout the state. Together with its advisory body, the Delaware State Arts Council (DSAC), the Division administers grants and programs that support arts programming, educate the public, increase awareness of the arts, and integrate the arts into all facets of Delaware life.

Bank Commissioner

The Office of the State Bank Commissioner regulates and examines State-chartered banks and trust companies and licensed financial services businesses, including mortgage loan brokers, licensed lenders, check sellers, money transmitters, check cashers, motor vehicle sales finance companies, money transporters, business and industrial development corporations and pre-need funeral contractor providers. We resolve complaints against financial institutions and provide consumer education programs to Delaware residents. In addition, we collect and administer the bank franchise tax that covers all banks and trust companies operating in the State.

Board of Pardons

The Board of Pardons makes recommendations to the Governor for or against pardons, reprieves, commutations of sentence, and executive clemency.

Besides incorporating services, the Division of Corporations files Uniform Commercial Code documents and collects franchise taxes.

Delaware Heritage Commission

The Heritage Commission promotes the history and heritage of Delaware through books, oral histories, summer camps, outreach programs, and special events. The Commission also provides grants to individuals and groups studying the history and heritage of Delaware.

Government Information Center

The Government Information Center (GIC) provides government information and services to the public through information technology. The GIC works with other state agencies, legislators, the public and others to improve the delivery of government services and information through the Delaware.gov Web Portal and through other channels.

Historical & Cultural Affairs:

The Division of Historical and Cultural Affairs preserves Delaware's heritage and showcases the historic legacy of our state. Through active historic preservation efforts, engaging educational programs, and stimulating exhibits, the Division is committed to enhancing Delaware's quality of life by helping people connect with those aspects of our past that have made this state what it is today.

Human Relations

The Human Relations Office investigates, negotiates and settles housing and public accommodation discrimination complaints. They also monitor the State Affirmative Action Plan and conduct educational seminars on discrimination, fair housing, public accommodations, and hate issues. They receive, investigate and mediate/conciliate incidents of discrimination, bias and disparate treatment as it relates to schools, prisons, neighborhood tension, hate crime and police conflict.

International Trade and Development

The International Trade and Development is a one-stop resource for international trade information and exporter assistance. Experienced staff provide in-house and on-site counseling to small and medium sized businesses wishing to export for the first time or to expand their current export sales.

Italian Heritage and Culture, Commission on

The Commission shall establish, maintain and develop cultural ties between Italians and Italian-Americans; foster a special interest in the historical and cultural backgrounds of both groups, as well as in the economic, political, social, and artistic life of the countries involved; and shall help establish or promote Italian language programs in the schools of this State.

Libraries

The Delaware Division of Libraries provides leadership and support for the timely development of Delaware's libraries, to ensure convenient access to, and encourage use of current information resources and reading material by all Delawareans.

Merit Employee Relations Board

The Merit Employee Relations Board has the following responsibilities: makes a final ruling in Merit grievances, brought by an employee against their State agency, and in maintenance review appeals; adopts or rejects changes to the Merit Rules after a public hearing; and requests that the State Personnel Office investigate problems or complaints arising from the impact of Merit policies and procedures on employees.

Our mission is to credential qualified professionals to ensure the protection of the public's health,safety and welfare, and we provide this service to over 50,000 professionals in 39 professions each year.

The Division accomplishes its mission by establishing and maintaining a strong partnership with 32 regulatory boards and commissions and by providing fiscal, administrative, and investigative support to these entities.

Public Advocate

The DPA represents consumers whenever PSC-regulated utility companies in Delaware seek changes in the delivery of services or changes in rates for electric distribution, natural gas supply, water services, or local exchange telephone services. Although the DPA represents all consumers of regulated utility services, it focuses on residential and small business consumers.

Public Employment Relations Board

The Delaware Public Employment Relations Board (PERB) promotes harmonious and cooperative relationships between public employers and their represented employees by enforcing the State's collective bargaining laws. PERB is responsible for administering the impasse resolution, representation, unfair labor practice and declaratory statement procedures for essentially all Delaware public sector employers and employees.

Public Integrity Commission

The State Public Integrity Commission administers and implements Delaware's ethics law (Code of Conduct) for the Executive Branch; its financial disclosure law for all three branches; and its lobbyists' registration and expense reporting laws.

Public Service Commission

The Public Service Commission is authorized by the Delaware General Assembly under Title 26, Delaware Code, to regulate investor-owned utilities and companies providing electric, natural gas, water, telecommunications and cable services for public use within the unincorporated areas of the State of Delaware.

Veterans Affairs

The Commission of Veterans Affairs assists veterans in accessing information to federal benefits and entitlements as described in Title 38, United States Code, as well as those State benefits authorized by Delaware Code.
