James Collins is a Deputy Secretary of State and the Director of the Delaware Division of Professional Regulation, a position he has held since 2003.

Previously, James served as a consultant with MAXIMUS, Inc. where some of his major clients were Pepsi Bottling Group, the United States Marine Corps, and the Massachusetts Bay Transit Authority.

Prior to his consulting career James served as the Deputy Fleet Administrator for the State of Delaware, and he was in the United States Air Force for nearly nine years. James holds a BA from Wesley College and a Masters in Innovation and Information Technology from Champlain College.
