State Suspends Controlled Substance Registration of Rodney Baltazar, D.O.

(Dover, DE) – Secretary of State Jeffrey Bullock has suspended the Controlled Substance Registration (CSR) of Rodney Baltazar, D.O. for prescribing practices which are inconsistent with the public interest and which pose an imminent danger to the public health or safety. According to the order signed by Secretary Bullock today, it is alleged that Dr. Baltazar used his Delaware CSR to write prescriptions for controlled substances outside the scope of professional practice, without conducting patient examinations, and for no legitimate medical purpose.

Secretary Bullock’s order found that the allegations in the Attorney General’s complaint alleging Dr. Baltazar’s participation in the illegal distribution of Schedule III controlled substances in Missouri and Florida, coupled with the Attorney General’s attestation that emergency suspension is necessary, warrant an immediate suspension of Dr. Baltazar’s controlled substance registration until the conclusion of all proceedings.

“Issuing this order to suspend Dr. Baltazar’s controlled substance registration is a necessary measure to protect the public due to the serious indictments filed in multiple states alleging improper and dangerous controlled substance prescribing practices,” said Secretary Bullock.

In September 2011, Dr. Baltazar was indicted in federal court in Missouri on five counts of conspiracy and participation in the illegal distribution of approximately 1,261,850 units of Schedule III controlled substance – including Testosterone Cypionate, Stanozolol/Oxandrolone, and Nandrolone Decanoate – worth more than $1.3 million. Dr. Baltazar has also been indicted in federal court in Florida and charged with twenty counts of illegally distributing Schedule III controlled substances. Those criminal charges are still pending.

Following today’s order, and in accordance with Delaware law, all controlled substances owned by or in the possession of Dr. Baltazar are to be placed under seal by the Director of the State’s Office of Controlled Substances.

As a result of the action taken today, Dr. Baltazar’s status will be updated on the Division of Professional Regulation’s online license verification service. This useful tool lists the status of 71,000 professional licensees in Delaware and can be accessed by visiting dpr.delaware.gov and clicking “Verify License Online.”
