Deputy Director of the Office of New Americans
The Delaware Office of New Americans is currently seeking applicants for its Deputy Director position.
What the Deputy Director will do
The Deputy Director of the Office of New Americans (ONA) serves as a senior leader responsible for advancing statewide immigrant integration strategies, supporting program implementation, and strengthening cross-agency and community partnerships.
The Deputy Director helps oversee daily operations, manages strategic initiatives, and represents the Office in intergovernmental and community settings. This role ensures that programs and policies improve access to services, economic opportunity, and civic participation for immigrant and multilingual communities. The Deputy Director acts on behalf of the Director when designated and plays a key role in planning, execution, and accountability across ONA priorities

Job Responsibilities
Leadership and Operations
- Support the Director in managing the Office’s strategic plan, priorities, and performance goals.
- Oversee day-to-day operations and internal workflows.
- Develop and implement operational policies and procedures.
- Ensure program deliverables and timelines are met.
- Supervise staff and/or consultants, including training and performance management.
Program and Policy Implementation
- Coordinate programs related to language access, legal service access, workforce integration, and community outreach.
- Monitor program outcomes and recommend improvements.
- Support development of policy recommendations and reports.
Interagency and External Partnerships
- Coordinate with state agencies, local governments, and community organizations.
- Build partnerships with nonprofit, philanthropic, educational, and business stakeholders.
- Represent the Office at meetings, working groups, and public events.
- Support cross-agency collaboration on immigrant-serving initiatives.
Community Outreach and Engagement
- Develops and implements community engagement strategies to strengthen relationships between the Office of New Americans and Delaware’s immigrant and refugee communities.
- Plans and coordinates outreach campaigns and community events to promote awareness of state programs and resources.
- Collects feedback from immigrant communities to inform policy and program development.
- Ensures outreach activities are inclusive and accessible across diverse language and cultural groups.
Administrative
- Provides general administrative support to the Office.
- Responds to Freedom of Information Act (FOIA) requests.
- Provides administrative support to the cultural and heritage commissions under the auspices of the Office of New Americans.
- Performs other related duties as assigned to support the mission and goals of the Office of New Americans.
Qualifications
Required Qualifications
- Bachelor’s in public administration, public policy, social services, law, international affairs, political science, or related field.
- Minimum of 3-5 years of progressively responsible leadership or program management experience.
- Experience working with immigrant, refugee, or multilingual communities.
- Demonstrated experience in cross-sector or interagency collaboration.
- Strong organizational and operational management skills.
- Excellent written and verbal communication skills.
- Experience supervising staff or managing teams.
Preferred Qualifications
- Multilingual ability strongly preferred, particularly in Spanish, Haitian Creole, Chinese, Arabic, and/or Western African languages.
- Experience working in government or public sector administration.
- Background in immigration integration, civil rights, or language access policy.
- Experience with community-based engagement models.
