Office of the State Bank Commissioner
The Office of the State Bank Commissioner regulates and examines State-chartered banks and trust companies, as well as licensed financial services businesses, including mortgage loan brokers, licensed lenders, check sellers, money transmitters, check cashers, motor vehicle sales finance companies, money transporters, business and industrial development corporations and pre-need funeral contractor providers.

Voluntary Disclosure Agreement (VDA Program)
The Unclaimed Property Voluntary Disclosure Agreement (VDA) Program was established in July 2012 by then Governor Jack Markell to provide a business friendly program to all companies seeking compliance with the Delaware unclaimed property laws. The VDA Program is geared towards Delaware domiciled companies which desired to “catch up” on its past due abandoned or unclaimed property obligations.
Notary Public
The Notary Public section issues and renews notary commissions. The Notary Public website provides information about legal and business requirements for notaries and key laws that pertain to notarization in Delaware. To become a notary in Delaware, and individual must be at least 18 years of age, must be of good character and reputation and must have a reasonable need for a notary commission.
